Experience
Ray Samuels recently joined Renne Sloan Holtzman Sakai LLP as a public safety consultant and investigations manager after retiring from his position as Chief of the Newark, California Police Department. A licensed private investigator, Mr. Samuels conducts and oversees workplace investigations and provides expert labor relations and employment consulting services to public safety managers.
Mr. Samuels began his career in law enforcement in 1975 as a police officer with the city of Vallejo. He was hired by the Concord Police Department in 1981, where he remained for the next 18 years. While employed at the Concord Police Department, he held numerous positions within the organization, including Traffic Bureau Commander and Professional Standards Unit Commander. Mr. Samuels joined the Newark Police Department in March 1999 and held a variety of positions before his promotion to Chief in 2003.
A licensed private investigator, Mr. Samuels brings extensive experience conducting complex workplace investigations and background investigations. He has investigated a wide range of issues including fraud, DFEH and EEOC complaints of disparate treatment, harassment and discrimination, use of force issues, and various other allegations of policy violations and employee misconduct.
