RSHS offers an innovative and cost effective solution to meet
public sector human resources and labor relations needs. We have
assembled a non-legal services division, staffed by highly qualified
and experienced professionals with strong public sector expertise,
and fully integrated into the firm's legal services programs to
address a myriad of organizational needs best solved by knowledgeable
practitioners. RSHS recognizes the benefits of integrating attorneys
and professionals to: (a) assist in achieving an effective solution
which is both legal and practical, and (b) provide a lower cost
service to clients who do not require attorneys to support some
areas of their labor relations and human resource programs.

Classification
and Compensation Studies
The HR/LR Services Group is experienced in providing classification
and compensation studies in all public sector job families,
including police, fire, transit, health care, professionals,
administrative, support staff, management, executive, and elected
officials. Studies have covered both represented and non-represented
classifications; and those represented classifications have
included all major unions and types of employee associations.
Training:
Classification and Compensation Professional Development Series
The HR/LR Services Group has developed a 6-session program designed
to educate human resources, labor relations, and other professional
staff on the theory, process and procedures of public-sector
classification and compensation. Classes are limited to 12 attendees
to provide training in a highly personalized, interactive, and
informative environment. The training consists of both classroom
training and practical exercises and assignments and can be
customized to attendees' current classification and compensation
projects or to prepare for upcoming negotiations.

Storm - Impact of GASB 43 and 45
The provisions of GASB 43 and 45 require public agencies to
account for non-pension post employment benefits based on an
actuarial study of both current and future liabilities and when
combined with the provisions of prior and existing labor contracts
will exacerbate these trends. These new standards offer significant
challenges to financially stressed organizations, as well as
new opportunities to work with labor in creating collaborative
and constructive solutions. Our seminar is designed for human
resources, labor relations, finance, and related management
and professionals involved in the planning and implementation
of GASB 43 and 45; or who negotiate labor agreements with employee
organizations; or who are responsible for determining and managing
the costs of employee benefits.
